Blockchain Innovation Enhances Wage Bill Management in Guinea-Bissau

A capacity development mission led by Concha Verdugo-Yepes, Senior Economist in the IMF African Department and project manager, visited Bissau from May 27 to May 31. The mission participated in the official launch of a groundbreaking initiative aimed at enhancing transparency in wage bill management at the Ministries of Finance and Public Administration in Guinea-Bissau.

This event, held on May 29, was organized in collaboration with the Court of Auditors and presided over by Prime Minister Rui Duarte de Barros and Minister of Finance Ilídio Vieira Té.

Ms. Verdugo-Yepes highlighted the importance of this achievement, emphasizing Guinea-Bissau’s pioneering role in adopting blockchain technology to improve government operations.

Improved Ratios

Thanks to the implementation of the blockchain solution and other fiscal measures, this ratio has improved to 53 percent.

While this is a significant improvement, it remains high compared to the regional convergence ratio of 35 percent.

Continued efforts are necessary to further reduce the wage bill’s burden on the national budget, allowing for more balanced and sustainable fiscal policies.

The design and implementation of the blockchain platform were carried out in collaboration with Ernst & Young, the IMF’s technological partner.

These partners, comprising Belgium, China, the European Union, France, Germany, Luxembourg, Netherlands, Norway, Switzerland, and the European Investment Bank, played crucial roles in providing financial and technical assistance.
